If your driver's license is valid and allows it, you can drive a car ( class 5 ), a motorcycle ( class 6 ) or a moped ( class 6D ) for the first 90 days following your arrival in Quebec as a new resident. Beyond this period, you must have a Quebec driver's license.
Driver's license exchange requirements vary depending on the country where you obtained your license. If your country appears on the following list, you are eligible to exchange your license without an exam, as these countries have similar licensing standards to those in Quebec:

Belgium
France
Great Britain: England, Wales, Scotland
Isle of Man
Northern Ireland

If your country does not appear in the list above, you can obtain a license if you pass the SAAQ (Société de l'assurance automobile du Québec) proficiency tests .
A medical assessment is required upon renewal of a driving license when the person reaches the age of 75 and 80. Thereafter, a medical assessment is mandatory every two years.
A driver's license can be reinstated by simply paying the required fee. Your license must not have been expired for more than 3 years or be subject to suspension or revocation.
If you make your payment more than 26 days after your license expires, additional fees may apply. You can make your payment at one of the Company's service points.
If it is a learner's licence, you must go to an SAAQ service point .
The learner's license, upon receipt, is valid for a period of 18 months. However, renewal of the latter is only valid for 12 months.
When you receive your health insurance card renewal notice, go to a SAAQ service point to have your photo taken. Your new photo ID will be mailed to you within a few days. The SAAQ will send your photo and signature directly to the Régie de l'assurance maladie du Québec, which will process your health insurance card. Please note that there will be a fee for this. The photocard driving license is issued for 8 years. However, for it to be valid, the fee must be paid annually. You will therefore receive your payment notice every year.
